Established in November 2013, Villicare LLP is a Joint Venture (JV) partnership between Ryhurst Ltd and Cheshire and Wirral Partnership NHS Foundation Trust (CWP). The 15 year agreement was signed following an OJEU compliant process of Competitive Dialogue by the Trust to appoint a Strategic Estates Partner (SEP). 

Villicare’s objectives are built around Ryhurst’s four partnership principles:

  • Mutual control
  • Trust
  • Flexibility
  • Transparency

Building strong, collaborative and flexible relationships starts with strong leadership from the Board and the senior management teams within each partnering organisation.

The main objectives for Villicare are to:

  • Explore flexible, cost effective and robust options for delivery of capital projects
  • Work with CWP to review provision of non-clinical services, identify improvements and provide options for potential service transfer and management
  • Identify opportunities to generate income for the Trust, including commercial partnerships and sale or development of Trust sites no longer required for clinical provision
  • Seek ways to increase the sustainability of the partnership as a profitable organisation that provides services to third party public and private sector organisations

Villicare has worked with the Trust to deliver a variety of initiatives that support its clinical and business strategies.

Villicare made significant savings in the delivery of Ancora House, a new Tier 4 CAMHS (Child and Adolescent Mental Health Service) facility, by implementing and managing a commercially driven procurement and contract award process.

Through managing the procurement of the £14.4m facility, Villicare provided CWP with significant cost and resource benefits that may not have been realised through P21+, one of the original procurement vehicle options considered for the capital scheme.

The robust management of the project development and procurement process by Villicare enabled the Trust to also include a four bed specialist PICU (Psychiatric Intensive Care Unit) facility as an addition to the project scope.  The introduction of this additional facility was also commercially driven by Villicare to achieve the best possible value for money.

Through the implementation of Villicare’s Stakeholder Engagement programme the young people within the CAMHS service were able to work with the Project Team to influence the design of the building.  Ancora House was awarded Project of the Year, and the award for Service User Engagement, at the Design In Mental Health Awards 2017.

Villicare has, so far, been able to demonstrate an ability to meet the key objectives and aspirations of the Trust by successfully delivering Ancora House as a new Tier 4 CAMHS facility, investigating options of third party funding, and completing the sale of the Pine Lodge sites.

Through the opportunities that have been initiated and delivered through Villicare, the JV has been able to demonstrate an ability to bring added value, innovative solutions, and integrity to any project or works programme that it delivers in collaboration with the Trust.
